The Scios Scope 12 inspection is the quality standard for fire-safe solar installations. A certified inspector checks the installation plan, the structural calculations, and the electrical connection, among other things. Although not legally required, many insurers do require this inspection.
A shared HOA installation is easier to inspect, test, and maintain than separate panels for each apartment. In addition, as an HOA, you will better comply with insurance conditions.
