The Environment Act and the Living Environment Buildings Decree (Bbl) have applied to all buildings in the Netherlands since January 1, 2024. This also brings changes for Homeowners' Associations (VvE's). Whether or not you have charging stations, the new rules directly affect fire safety, parking garages, charging facilities, and even subsidies.opportunities.
1. What is changing?
The legislation sets stricter standards for:
- Charging points in parking garages
New charging stations must comply with mode 3 or mode 4 charging standards in accordance with NEN 1010, with a central emergency switch to disconnect all charging stations from the power supply in the event of a fire.
- Fire safety in parking garages

- Integration into building management
Fire safety measures must be part of the homeowners' association's overall safety plan.
2. What does this mean for your homeowners' association?
These rules apply not only to new buildings, but also to existing complexes as soon as you install charging stations or carry out renovations.
Consider:
- Modifying or upgrading existing charging infrastructure
- Installing a central emergency switch for charging stations
- Considering sprinkler systems for high-risk parking garages
Tip: subsidies are available through the SVVE scheme for basic charging infrastructure in owners' associations. This makes it more financially attractive to comply with the new requirements immediately.
3. Why take action now?
Many homeowners' associations wait until the obligation is "just around the corner," but this can lead to higher costs or unsafe situations later on.

- Assess the technical condition of the parking garage
- Mapping future charging station locations
- Check whether sprinkler or ventilation systems are required
…avoid rushing and unexpected expenses.
4. Practical checklist for homeowners' association boards
Take stock: how many charging stations are there now and how many are likely to be added?
Check: Does the current installation comply with NEN 1010 and is there an emergency switch?
Assess: Is the parking garage suitable for sprinklers or other fire-retardant measures?
Consult: consult a certified installer and your insurance advisor before making any plans.
Make agreements: specify in the internal regulations who is responsible for installation, use, and maintenance.
